The Memphis-Shelby County Education Association (M-SCEA) is the professional organization representing teachers, mental health employees, education support professionals (ESPs), and other educators in the Shelby County Schools.
M-SCEA was over 3,000 members strong. M-SCEA is the largest educator organization in the state of Tennessee and one of the largest in the nation. Explore our site and see how our dedicated staff and members work hard for educators and students in the Shelby County Schools System!
M-SCEA is an Association governed by its members. The highest governing body of the Association is the Representative Assembly which is collectively all building level Association Representatives. These representatives are elected by their school faculties and help guide the direction of the Association. The M-SCEA has a Board of Directors and UniServ Directors that work daily to improve and protect the education profession for all educators in Shelby County Schools.
All members are welcome to take an active role in their Association.
The Memphis-Shelby County Education Association proudly announce the signing of the 2023-2027 Memorandum of Understanding.
The association is grateful for the work and professional effort shown by the PECCA Committee. This tremendously improved the teacher salary schedule for all teachers in the Memphis-Shelby County Schools District. This salary schedule returns all educators in the district to our original, and long-standing practice of equitability for all educators. This salary schedule provides equity for all teachers and accrued salary increases from the Governor.
Again, this salary schedule restores columns, and lanes, and eliminates TEACHER BONUS which are not sustainable. This is clearly a win-win situation for all teachers in the district. We are proud of this great accomplishment to return our teachers to a standard, professional and uncapped salary schedule.
Complaint Procedures - The employee should first contact their immediate supervisor. You are strongly encouraged to complete a written complaint that includes any factual information regarding the complaint. If there is no agreement or resolution, then the employee may escalate the complaint to the Superintendent or his/her designee.

Grievance procedures
A. Step 1
1. Employee may formally request resolution of an employment-related issue by submitting a written grievance within 5 days of the incident or as soon as practical.
2. Within 10 days from receipt of the written grievance the supervisor reviewing the written grievance shall meet with the grievant and discuss the issue. The supervisor reviewing the grievance will have 5 days to provide a decision.
3. A copy of the written grievance and response shall be submitted to the department.
4. A copy of the written grievance and response shall be submitted to the department responsible for human resources.
B. Step II
1. The grievant shall have 5 days to respond with a written appeal. Copies of the grievance and written response must be attached.
2. The next level supervisor shall have 10 days to meet with the grievant and discuss the issue. Following the meeting, the next level supervisor shall have 5 days to provide a decision in writing to the grievant.
3. A copy of the written appeal and written response to the appeal shall be submitted to the immediate supervisor.
